Frances O'Brien keeps the modern library and community centre known as the Middleton Interactive Learning Centre afloat. Just. The centre is a leaky boat at best, staffed by low-lifers on community service, ethnic Australians, the disabled and others who don't easily fit into Frances' hopelessly out-of-date and xenophobic perspective.
